Public Health (Prevention of Introduction or Spread of COVID-19) Order, 2022, Statutory Instrument No. 3 of 2022

Effective from 14 February 2022.

Published in the Botswana Government Gazette Extraordinary Vol. LX, No. 15 dated 11 February 2022.

The Order:

• repeals Statutory Instrument No. 79 of 2021;
• sets out conditions of entry into Botswana; and
• requires a person who enters Botswana to present proof that he or she is fully vaccinated, and sets out requirements where such proof is not presented.

Press Release: Botswana Introduces New COVID-19 Requirements at Ports of Entry

Issued on 12 February 2022 by the Ministry of Health and Wellness.

The Press Release provides that, effective 14 February 2022, changes that will apply at all ports of entry in Botswana include the following:

• all persons entering Botswana should produce proof that they have been fully vaccinated, which means having taken:
  • two doses of a two-dose vaccine; or
  • a single dose of the Johnson & Johnson vaccine;
• if a one is overdue for booster shots after having taken any of the above vaccines, they are no longer regarded as being fully vaccinated until they have taken the booster shot;
• persons who are not fully vaccinated will be required to present a 72-hour negative polymerase chain reaction ("PCR") test result and undergo COVID-19 vaccination at the port of entry, which the ministry will administer free of charge;
• persons who have no proof of being fully vaccinated and no 72-hour negative PCR test result will be required to undergo PCR testing at the ports of entry, at their own cost and where necessary, quarantine at own cost while awaiting results; and
• foreigners will be denied entry into Botswana if they have no proof of being fully vaccinated, are not willing to be vaccinated at the port of entry and have no 72-hour negative PCR test result and not willing to be tested at own cost, while citizens will be liable to a fine of BWP5 000 or imprisonment for a term not exceeding one year, or both.
